STANDPIPES WITHIN THE SHIRE OF QUAIRADING

REGIONAL FIXED STANDPIPES – NEW CLASSIFICATIONS

Water is a valuable resource and regulated charges are set by the State Government based on its use.

From the 1st July 2019 the Water Corporation has implemented a new charging system for Local Government owned fixed standpipes.   The new charges are too prohibitive for Council to continue to supply potable water to residents through this system. 

The new pricing structure is linked to the size of the standpipe meter, as this determines the flow rate.  Sale of water from a standpipe with an outlet diameter of greater than 25mm (high flow) will incur a service charge of up to many thousands of dollars and a base rate of more than $8/KL, which is not feasible for Council to charge out to its ratepayers.  

As a result the Water Corporation requests the Council resolve to lock all standpipes and :-

  • remove one (1) standpipe on Cubbine Road;
  • permit community usage to one (1) standpipe located on the corner of Heal Road and Quairading-Corrigin Road, only for those residents not connected to the scheme water supply;
  • permit commercial usage to one (1) standpipe located at Winmar Road in Quairading; and
  • permit local government authority use only to seven (7) standpipes located throughout the Shire.

For users to access the Community or Commercial standpipes, a key will need to be collected from the Shire Administration Office during office hours.  Fees for water obtained are due and payable on the day of collection.  Contact number: 9645 2400. All standpipes within the Shire of Quairading will be accessible for fire brigades for firefighting purposes.

When a State Government Declared Drought Zone exists, all large shire-owned fixed standpipes will be made available at concessional rates to the community for drought relief in accordance with the terms of the declaration conditions.
